A powerful entrepreneur, Mouros (Joaquim de Almeida), hires Maria (Soraia Chaves), a high-class call girl, to seduce Mayor Meireles (Nicolau Breyner) of Vilanova. Mouros aims to blackmail the mayor into approving the construction of an exclusive resort hotel on protected land.
